I was doing some digging and came across one site that offers a solar electric powered car kit thats fairly affordable at around $5K with a top speed of around 25mph, with a max distance around 25 miles on a charge.  Apparently high school students helped in a portion of the design and to my knowledge is the only solar electric car kit out there right now.
